Surveyor Eligibility
The Board of Directors of the Pennsylvania Trauma Systems Foundation (PTSF) identifies specific criteria for site surveyor selection, paying close attention to the PTSF Conflict of Interest Policy.
This criterion includes that:
1. Surveyors must live outside of Pennsylvania for Level I and Level II site surveys. However, a maximum of two team members (from a three member team) for Level III site surveys may work/reside within the Commonwealth.
2. Surveyors must work outside of Pennsylvania. However, for in-state surveyors, (Level III trauma centers) team members will work/reside at least 100 miles from the applicant HEALTHCARE FACILITY.
3. Surveyors who move from the Commonwealth are eligible to survey after two years, but not in the competitive market where they had previously worked or lived.
4. There is no time requirement for a surveyor returning to an applicant Pennsylvania hospital.
Physician-Specific Criteria:

Board Certified (in accordance with PTSF Standards).

Minimum 5-10 years trauma experience, after completing residency.
- For a Level I trauma center: involvement in research and publications, particularly for trauma surgeons.
- For the Trauma Surgeon Team Leader: Previous PTSF survey experience is preferred; however, previous survey experience with another organization or state is acceptable.
Nurse-Specific Criteria:
- Registered nurse
- Trauma coordinator, trauma program manager with clinical experience, or trauma clinical specialist with trauma program management experience.
- Minimum 3-5 years trauma experience.
- Clinical experience in ED or ICU is preferred.
