Board of Directors

MARGARET MCGOLDRICK is Executive Vice President and COO at Abington Memorial Hospital in Abington, PA. Ms. McGoldrick has been the Administrator and Chief Operating Officer at Abington Memorial Hospital for four years. She began her career at Hahnemann University Hospital in 1977 and spent 13 years in various administrative roles from Assistant Administrator to Chief Operating Officer. Prior to coming to Abington Memorial Hospital in 1999, Ms. McGoldrick was Chief Executive Officer of Hahnemann University Hospital and the Medical College of Pennsylvania Hospital.

Meg is a graduate of Temple University with an MBA in Healthcare Administration and received an MS from the University of Pennsylvania.

Her organizational memberships include the Regional Policy Board of the American Hospital Association, the Board of Penn Jersey Red Cross Blood Services, the Board of Philadelphia University, the Board of Gilda's Club of Bucks and Montgomery Counties, the Board of the Institute for Safe Medication Practices and the American College of Healthcare Executives. She has been involved with numerous non-profit and healthcare organizations particularly in the development of services to support victims of domestic violence in hospitals and health systems.

JACK E. WILBERGER, MD is Chairman, Department of Neurosurgery, Allegheny General Hospital, Vice Dean, Allegheny Campus, MCP/Hahneman University School of Medicine, and Assistant Medical Director, Physicians Assistants Program, Duquesne University, Pittsburgh. Dr. Wilberger received a Medical degree from the Medical College of Virginia. He completed his internship and residency at University Health Center of Pittsburgh. In 1986, he received his Board certification from the American Board of Neurological Surgery.

Dr. Wilberger is a Fellow of the American College of Surgeons, a member of the Pittsburgh Neurosciences Society, Pennsylvania Medical Society, Allegheny County Medical Society, American Association of Neurologic Surgeons, EAST, AAST, and numerous other organizations. He has served on many national and local boards and has numerous journal and book publications to his credit.

KEVIN MOSSER, MD is Senior Vice President, Operations of WellSpan Health and President of Gettysburg Hospital. He supports the operation of departments and service lines for both WellSpan Health and Gettysburg Hospital and ensures coordination with System quality and care management processes. He also oversees and is accountable for performance and outcomes in areas of responsibility in conjunction with the Senior Vice President of Care Management (WellSpan Health) and Vice President-Medical Affairs (Gettysburg Hospital). Prior to his current position Dr. Moser served three years as Medical Director for York Health Plan and five years with York Hospital Family Practice Residency inpatient and outpatient teaching.
Dr. Mosser received his BA in Biochemistry from the University of Pennsylvania and his MD from the University of Pennsylvania School of Medicine. He is a member of American Academy of Family Practice, Pennsylvania Academy of Family Practice and American Geriatric Society.

JEFFREY J. BEDNARSKI, MD, FACS is Trauma Medical Director of Hamot Shock Trauma in Erie. Earlier in his career he was Chief of Surgery, Trauma and Disaster Coordinator at USAF Hospital Ellsworth AFB.
Dr. Bednarski received his Medical degree from Georgetown University School of Medicine. He completed his internship and residency at Georgetown University Medical Center.

Dr. Bednarski is a Fellow-American College of Surgeons, Fellow-Southeastern Surgical Congress, a member of American Medical Association, Pennsylvania Medical Society, EAST, AAST plus several other professional societies. He is also actively involved in numerous committees and organizations in Pennsylvania such as Pennsylvania Division-American Trauma Society and EMMCO. He is currently Chairman of the Pennsylvania Division American College of Surgeons Committee on Trauma.

REPRESENTATIVE BRYAN CUTLER was elected to represent the 100th District in the Pennsylvania House of Representatives in 2006. A lifelong resident of the Quarryville area and graduate of Solanco High School, Cutler understands the concerns and priorities of the residents of the 100th District.
Rep. Cutler serves on the Local Government, Health and Human Services, Children and Youth and Game and Fisheries Committees.
Prior to his election to the House, Cutler worked at Lancaster Regional Medical Center as an X-ray technologist, providing direct clinical care to patients. He gained supervisory experience from his previous position as the Manager of Support Services for Lancaster General Hospital, where he directed the budgets and daily operations of several sections in the Radiology department.

SENATOR EDWIN B. ERICKSON was elected to the State Senate in 2001. Prior to this he served for nine years as Executive Director of Delaware County, overseeing government operations in one of the largest counties in the Commonwealth. Senator Erickson had previously been elected to Delaware County Council, serving as a member from 1982 to 1989 and as a chairman (1987-1989).
From 1989 to 1992, Senator Erickson was in charge of implementing federal environmental programs as Regional Administrator of the U.S. Environmental Protection Agency, Region III. He was responsible for a workforce of approximately 1, 000 people overseeing environmental standards in a region covering Pennsylvania, Delaware, Maryland, Virginia, West Virginia and the District of Columbia.

MARY KATE FITZPATRICK, RN, MSN
is Trauma Clinical Program Administrator at University of Pennsylvania Medical Center, Philadelphia. Prior to this position she served as the Trauma Performance Improvement Coordinator and Trauma Program Manager. She has over 16 years of trauma nursing experience involving expertise in the areas of trauma system development, trauma center development/accreditation and trauma performance improvement. Her clinical background includes prehospital, emergency/trauma and surgical nursing.

Ms. Fitzpatrick is a national faculty member for Advanced Trauma Care for Nurses and does extensive national and international consulting and lecturing on a variety of trauma related issues/topics. She is the current President-Elect of the Society of Trauma Nurses, serves on the editorial review board for the Journal of Trauma Nursing, and is the section editor for the journal's "Newsletters" section.
She has a Bachelors Degree of Science from the University of Delaware and a Masters Degree in Trauma/Emergency Nursing from Widener University in Chester, Pennsylvania. She also holds a certificate in Leadership and Development from the University of Delaware School of Business Continuing Education program

GREGORY FRAILEY, DO, FACOEP is Medical Director for Prehospital Services and Associate Medical Director for Emergency Services for Susquehanna Health in Williamsport, PA. Prior to coming to Williamsport, Dr. Frailey was Assistant Medical Director for Guthrie EMS, and an emergency physician at Robert Packer Hospital in Sayre, PA

Greg is a Graduate of the Philadelphia College of Osteopathic Medicine, and completed his internship and Emergency Medicine Residency at Memorial Hospital, York PA. He is Board Certified in Emergency Medicine with a Certificate of Added Qualification in Emergency Medical Services by the American Osteopathic Board of Emergency Medicine. He also holds a Certification in Homeland Security (Level V), by the American Board for Certification in Homeland Security

Dr. Frailey is a member of the American College of Osteopathic Emergency Physicians, American College of Emergency Physicians, American College of Forensic Examiners, and other societies. He remains active in prehospital care both as a prehospital physician and tactical physician with the Williamsport Bureau of Police Special Response Team. Dr. Frailey retired from the US Navy as a Naval Flight Surgeon after 25 years of service.

CHRISTOPHER A. GESSNER served as Children’s vice president of ambulatory services of the Community Care Pediatrics (CCP) practices prior to being named chief operating officer (COO) of Children’s Hospital of Pittsburgh.

As president of CCP, which is the largest pediatric and adolescent primary care medical network in western Pennsylvania, Gessner oversaw 91 pediatricians in 25 locations across six counties. Joining Children’s in 2000 as president of CCP, Gessner assumed the additional role as vice president of ambulatory and professional services in 2001.

As COO, Gessner will oversee all aspects of the hospital’s day-to-day operations including development, operating budgets and facilities planning. He also will oversee execution of the strategic plans for the hospital, which U.S. News & World Report consistently ranks among the top pediatric hospitals in the United States.

Gessner holds master’s degrees in Business and Healthcare Administration from the University of Pittsburgh and a bachelor’s degree in Economics from the College of William and Mary in Williamsburg, VA.

WILLIAM S. HOFF, MD, FACS is Trauma Medical Director at St. Luke’s Hospital in Bethlehem, Pennsylvania. Dr. Hoff is also affiliated with the Reading Hospital and Medical Center—Department of Surgery (Active-Provisional Staff). His faculty appointments include: Clinical Associate Professor of Surgery, University of Pennsylvania School of Medicine and Clinical Professor, DeSales University, Physician Assistant Program, Clinical Preceptor, Adult Acute Tertiary and Critical Care Nurse Practitioner Program, University of Pennsylvania School of Nursing and Adjunct Faculty, Paramedic Refresher Course, Brandywine Hospital.

Dr. Hoff is a member of professional societies that include the Northampton County Medical Society, Pennsylvania Committee on Trauma, Pennsylvania Medical Society, American Board of Surgery, American College of Surgeons, Keystone Chapter of the American College of Surgeons, American Association for the Surgery of Trauma, Eastern Association for the Surgery of Trauma, Society of Critical Care Medicine, American Trauma Society, Ravdin-Rhodes Surgical Society, Pan American Trauma Society and the Society of Laparoendoscopic Surgeons.

LANYCE HORN, BSN, RN is Trauma Program Manager at Lancaster General Hospital in Lancaster, Pennsylvania. Lanyce has served in this capacity since 1996. Prior to this position, she served as Trauma Prevention and Outreach Coordinator and Trauma Neurosurgical ICU Nurse Manager. She completed her Baccalaureate Degree in Nursing at Indiana University of Pennsylvania in 1980 and is a 26-year employee of Lancaster General Hospital. Lanyce is currently enrolled in the Masters in Health Systems Management Program at Johns Hopkins University School of Nursing.

Lanyce served as Lancaster General Hospital’s Magnet Application Editor in Chief in 2002 and has been integrally involved in care excellence endeavors as a member of the hospital’s Magnet Steering Committee and Performance Excellence Steering Committee. She is a member of the Society of Trauma Nurses (STN) and serves as Pennsylvania’s STN State Chair.

THE HONORABLE VINCENT HUGHES
was sworn in as a member of the House of Representatives in January 1987. In November 1990, he was elected chairman of the Pennsylvania Legislative Black Caucus. In January 1991, he was appointed chairman of the Subcommittee on Health of the House of Representatives Health and Welfare Committee. In November 1994 he was sworn in as a member of the Senate of Pennsylvania. Senator Hughes has been elected Democratic Chairman of both the Communications & High Technology and the Public Health & Welfare Committees.

RICHARD S. MACKENZIE, MD, FACEP is the Vice Chairman of Emergency Medicine at Lehigh Valley Hospital and Health Network. Dr. MacKenzie is responsible for the clinical operations of three emergency departments as well as the direct responsibility for the Level I Tertiary Hospital site. He received his medical degree from East Carolina University School of Medicine.

Dr. MacKenzie is a Fellow of the American College of Emergency Physicians and is an ABEM Oral Board Examiner and an ACEP Member, Public Relations Committee. He is also a member of the Board of Directors of the American College of Emergency Physicians.

ROBERT E. PEZZOLI is President & Chief Operating Officer at Temple University Health System. He is responsible for the effective operating performance of the health system and joined the Temple University Health System in July 2002 from Ascension Health in St. Louis, Missouri where he was the Senior Vice President. There he was responsible for the strategic and operational performance of the facilities in the Mid-Atlantic Division of Ascension Health. Prior to this he was the Chief Executive Officer of St. Agnes HealthCare in Baltimore, MD.

Mr. Pezzoli received his BS in Social Studies from St. Vincent College in Latrobe, PA, and received his MPH in Health Administration & Planning from the University of Pittsburgh in Pittsburgh PA. He is a fellow in the American College of Health Care Executives, a member of the Hospital Association of Pennsylvania including the Committee on Quality Care and Care Management, and is a Board member for VHA, Inc.

JOHN SPENCE REID, MD is the Professor of Orthopedics and Rehabilitation at The Milton S. Hershey Medical Center. Dr. Reid received his medical degree from Pennsylvania State University College of Medicine. He completed his residency in General Surgery and Orthopedic Surgery at Pennsylvania State University, Milton S. Hershey Medical Center. Dr. Reid also completed an Orthopedic Traumatology at Maryland Institute for Emergency Medical Services Systems in Baltimore.

Dr. Reid has received the National Student Research Award, the Edwin G. Bovill Award and the Vincent D. Pelligrini, Jr. award for Outstanding Dedication and Commitment to Resident Education. Dr. Reid has an extensive list of publications and book chapters.

JOSEPH W. SCHMIDER was appointed the Director, Emergency Medical Services Office, Pennsylvania Department of Health, on January 8, 2005. Prior to his appointment he served as Acting Director for six months, and previously served as Program Manger within the Emergency Medical Services Office for two years.

Mr. Schmider was the Regional EMS Director for Bucks County for 10 years before joining the Pennsylvania Department of Health. He has served as a firefighter with the Warminster Fire Department, and a firefighter/EMT with Dublin Fire Company and Ambulance since 1979. Other past positions have included Squad Chief for Dublin EMS for 10 years, Firefighter, EMT, EMT-Instructor, HazMat Technician, Rescue Technician, and formerly EMA Director for Bedminster Township.

DOUGLAS R. TROSTLE, MD, MBA, FACS is Chairman of Surgery for Guthrie Healthcare System. Previously, he was Chief of General Surgery at the Lehigh Valley Hospital in Allentown, Pennsylvania. Dr. Trostle received his Medical degree from Hahnemann Medical College and completed his surgical residency at Lehigh Valley Hospital. He received his MBA from DeSale’s University in Allentown, Pa.

Dr. Trostle is a Fellow of the American College of Surgeons and a past Counselor for the Eastern Chapter of that organization. He is a member of the American College of Physician Executives, the American Medical Association, the Pennsylvania Medical Society, the Society for Surgery of the Alimentary Tract, the American Association of Endocrine Surgeons, and several other professional organizations.

GARY W. WELCH, DO, FACOS is Trauma Program Director at Frankford Hospital-Torresdale Campus, Philadelphia. Previously he was Attending General Surgeon at Lorain Community and St. Joseph Hospitals in Lorain, Ohio.

Dr. Welch received his Medical degree from Ohio University College of Osteopathic Medicine. He completed his internship at Doctors Hospital in Columbus Ohio and his residency at Doctors Hospital of Stark County in Massillon, Ohio. Dr. Welch is a member of the American Osteopathic Association, American College of Osteopathic Surgeons, Pennsylvania Osteopathic Medical Association, American Trauma Society, EAST and several other professional organizations.

THE HONORABLE JAKE WHEATLEY, JR. is Minority Subcommittee Chairman of the House Health and Human Services Committee. He was sworn in as a member of the House of Representatives in January 2003 representing Allegheny County. Rep. Wheatley has worked as an executive assistant for community relations for Pittsburgh City Council District 6 and in the City Clerk's office and for numerous community organizations including H.E.L.P., Urban Youth Action, and Coro Center for Civic Leadership.

Rep. Wheatley's educational background includes receiving a bachelor's degree in political science from North Carolina Agricultural and Technical State University and a master's in public administration from the University of Pittsburgh. He is a board member of the Hill House Association, Leadership Pittsburgh, Hill Consensus Group, and Pittsburgh's Next and Onyx Alliance. His legislative priorities include education, workforce development, improving mass transit, and providing affordable and equitable health care.
